Recognition of AIREF - Why?

All India Railway Engineers Federation (AIREF) is the organisation of one lakhs subordinate Engineers, who is dealing with about 8 lakhs of technical employee, popularly be called as technicians and workman.


These Subordinate Engineers were known as technical supervisors & inspectors before 1996 , since there are large no. of incumbents comes from technician category, 5 year apprentice and a very few % of Diploma / Degree Engineers are directly recruited through Railway Service Commission in inspectors category only, but even that time the highest grade of Group ‘C’ Supervisors & Inspectors were greater than promottee officer & even class-I direct recruited, considering their role and responsibilities in Railway system. At that time Supervisor/ Inspector of Railways was in higher grade than state Govt. Hence many diploma Engineers left state Govt service & join Railway service but now Railway Engineers leaving Railway and joining state Govt. even private concerned. Situation is that, when due to any reason some one join Railway in subordinate Engineering cadre and when he realised the position, feel mistake & try his best to change his job.


This situation is due to non-participation of actual representative of subordinate engineers in the policy making process. AIREF representing since long back to provide equal opportunity to this class to become Group ‘B’ & ‘A’ and to provide time scales up to Gr. Pay of XEN, as already provisioned by many state Govt. Like MP & CG/ UP & UK/ Bihar & Jharkhand, so that motivation to turning out to join state Govt. for want of better status can be minimised. To attract talented middle management Engineers, Railway should provide them opportunities not below the state Govt and considering the hardship of job and safety responsibilities, provide some other allowances like wise given to running staff, to compensate the loss already gained by them by not joining state Govt.


There are huge list of problems in dealing with labours union activist / workmen but railway why not understanding that there is not platform to represent the Railway Engineer, those are in minority? A supervisor may not go to the labour Union headed by a workman or by an artisan, who is working under him. Even officers have to favor that activist of labour union to satisfy labour union. Hence to safeguard the interest of subordinate engineers, who is dealing the maximum workforce of artisans & technicians of Indian Railways, a separate recognized platform should be provisioned as emphasized by Justice Khanna Committee & it is quite possible by the way recommended by the SCPC to grant group ‘B’ status to all Engineers in PB-2. Suppose, if group ‘A’ officer & group ‘B’ officer have same Officers Association & that is headed by an Group B officer, whether an officer of group ‘A’ like to request him to plea his case against any Gr ‘B’ officer.


Subordinate Engineers want their dignified status separate from workmen , hence immediately want separate recognition & let labour Union should deal with the labours, for which they are really formed. Supervisors are not governed by the labour act but why intact by the Railway in Labour Union? It is quite right time to separate supervisor from labour union, for which nothing has to do, only to provide Gr. ‘B’ to them, as per SCPC report.
